OF ITS BONDS RATING TO "Aa2" WITH A POSITIVE
OUTLOOK AWARDED BY MIDROOG

ROSH HA’AYIN, Israel, December 02, 2007 – Partner Communications Company Ltd. (“Partner”) (NASDAQ and TASE: PTNR; LSE: PCCD), a leading Israeli mobile communications operator, announces that Midroog Ltd., an affiliate of Moody’s Investors Service, announced the upgrade of Partner’s series A bonds rating outlook to “Aa2/Positive”.

In its report, Midroog stated that: “the positive outlook was awarded based on the improvement of the company’s financial results and its coverage ratio.”
