His innovative "last mile connectivity" approach has successfully bridged the gap between vulnerable communities and government resources, creating a significant model now recognized nationally and internationally. Dr. Gnanamuthu brings comprehensive disaster management frameworks to the judging panel, with particular emphasis on community involvement and preparedness that aligns with the Global Recognition Awards' mission to identify transformative approaches. His leadership of the ODMP (a bilateral collaborative initiative between the Federal Republic of Germany through KfW - the German reconstruction bank along with the German Red Cross and Republic of India along with the Odisha State Government through the Indian Red Cross), demonstrated exceptional ability to coordinate complex international partnerships while maintaining focus on local community needs, mainly through anticipatory action in empowering the ‘first responders” to combat natural disasters effectively towards disaster resilience.

"My approach has always centered on integrating physical infrastructure with social infrastructure (social mobilization)," explains Dr. Gnanamuthu. "Effective disaster management requires both the tangible elements—like the Multi-purpose Cyclone Shelters (physical infrastructure) in the vulnerable villages for the Cyclone preparedness we developed—and the intangible community engagement / participation as ‘first responders’ empowering the vulnerable communities in disaster preparedness with the VDMP (Village Disaster Management Plan) - which explains - who will do, what, when, where and how), explaining situations - before, during and after disasters with clearly stating the roles and responsibilities of the entire village community.” 


He further explains that this approach involves the full involvement of all households. So that they can combat any emergencies as part of disaster preparedness. This includes elders with leadership roles who will coordinate with community volunteers, empowered by training and given the needed equipment for first aid, search and rescue, water and sanitation etc. “In addition, we have also ensured to practice periodic mock drills and annual updates in the VDMP we developed along with a DDMP (District Disaster Management Plan), SDMP (State Disaster Management Plan) and NDMP (National Disaster Management Plan).” 


On top of these plans, they provided group life insurances as a part of comprehensive disaster-preparedness that can lead to zero loss of lives. Also, pre-insurance for the “loss of livelihood/crops”  was made to recover immediately from emergencies. In addition, these communities were linked up with the local community development bank to provide microfinance through the community group guarantee, so that the affected community can bounce back to normal at the earliest, as part of anticipatory action. 


“My experience in balancing these components will inform my assessment of innovations that demonstrate a similar holistic understanding of complex challenges,” says Dr. Gnanamuthu.

His strategic vision transformed disaster management throughout coastal Odisha from reactive emergency response to proactive community resilience building, a perspective he will bring to evaluating award nominees. The implementation of Community Contingency Plans (CCPs) under Dr. Gnanamuthu's direction established clear protocols for disaster response that answer crucial questions during critical times.
