Guangzhou's Tianhe district strives to secure a good start to 15th Five-Year Plan

-- As this year marks the start of China's 15th Five-Year Plan (2026-2030) period, Tianhe district in Guangzhou, located in South China's Guangdong province, vows to pursue high-quality development to solidify its position as the leading economic hub of the provincial capital.

During a recent conference on the district's high-quality development, Tan Minghe, Party secretary of Tianhe district, said that Tianhe aims to boost GDP growth by over 5 percent and fixed asset investment growth by over 10 percent in 2026, securing a good start for the 15th Five-Year Plan period.

Tan said that Tianhe will continue to bolster its modern industrial system by promoting the integrated development of manufacturing and services, with both sectors to be strengthened. The district aims to fortify the modern service industry and expand the strategic emerging industry clusters with focus on industries such as artificial intelligence and robotics, intelligently connected vehicles and new energy vehicles, and the low-altitude economy. By increasing the supply of innovative application scenarios, it strives for the annual revenue of the AI industry to exceed 62 billion yuan ($8.98 billion), with an increase rate of over 12 percent.

Throughout the five-year period, Tianhe will focus its efforts on the construction of Guangzhou’s central business district, which is located in the district, and its central sci-tech innovation district, Tan said, adding that this year, the district plans to focus on the digital economy and digital finance, promoting the development of Guangzhou International Financial City as a new growth driver.

The district has witnessed several significant developments since the start of this year. As examples, he cited the commencement of construction on a robotics industrial park, invested in by Xpeng Motors, which marks the world’s first full-chain humanoid robot production base in the industry. Additionally, the Guangdong Provincial Strategic Emerging Industries Guidance Fund, with a registered capital of 50 billion yuan, has begun operations in Tianhe.

Tan said that the district is committed to creating a first-class business environment characterized by a comprehensive industrial ecosystem, efficient government services, and low overall costs.

The district's GDP reached 701.7 billion yuan in 2025, growing by 4.3 percent year-on-year. The figure accounts for 21.9 percent of the city's total, making the district maintain its position as the city's top contributor to economic growth for 19 consecutive years, official statistics indicate.
