Taqtics Analysis Finds Streaming Outspent Cable in All 10 Tracked Legal Advertising Markets

NEW YORK - August 28, 2026 - Taqtics, a full-stack programmatic law firm marketing agency with direct access to premium CTV inventory, has released an analysis of AdImpact legal advertising spend data showing that streaming outspent cable in all 10 markets measured in December 2025.

Across the 10-market December cohort, legal advertisers spent $20,118,747 on streaming compared with $4,533,423 on cable, representing a 4.44-to-1 streaming-to-cable ratio.

The analysis covers Atlanta, Boston, Chicago, Dallas, Houston, Los Angeles, New York, Philadelphia, San Francisco and Washington, D.C.

Streaming Leads in All 10 December Markets

According to Taqtics' analysis, streaming recorded higher legal advertising spend than cable in every market included in the December 2025 snapshot.

The size of streaming's advantage varied by market. Atlanta allocated the highest share of its legal advertising budget to streaming at 48%, while Washington, D.C. recorded the lowest at 3%. Los Angeles followed with a 33% share.

In the underlying data, "streaming" and "CTV" represent the same advertising line item. AdImpact tracks connected-TV and streaming inventory as a single field, and Taqtics' analysis treats them accordingly.

Wider 35-Market Analysis Shows Two Ties

Taqtics also examined a broader panel of 35 markets measured across September, October and December 2025.

Within that wider panel, streaming won the head-to-head spending comparison in 33 markets, while cable recorded zero outright wins.

Two markets — Salisbury and Harrisonburg — were ties, with streaming and cable spending at the same level. Both were part of the September 2025 measurement rather than the December 10-market cohort.

As a result, Taqtics characterizes the wider finding as cable having no outright market wins, rather than claiming that streaming beat cable in every market.

What the Data Measures

The analysis is based on AdImpact's legal-vertical media-spend panel and was re-cut by Taqtics.

The primary finding compares streaming and cable spending across the 10 markets included in the December 2025 snapshot. The broader 35-market comparison combines markets measured during three different periods: September, October and December 2025.

The 35-market panel is not intended to represent a national sample. Instead, it represents specific markets tracked during those measurement periods.

The data also measures advertising spend rather than audience behavior. It does not establish where audiences are watching legal advertisements, how many people viewed an advertisement, or which channel generated more calls, leads or cases.

Implications for Law Firm Media Buying

The findings provide law firms and legal marketers with a market-level view of how advertising budgets are being allocated between streaming and cable.

The 10-market December result shows a consistent preference for streaming among advertisers already purchasing legal media in those markets. However, the data represents a single measurement period and should not be interpreted as a forecast of future spending.

Cable also continues to receive legal advertising dollars across the markets analyzed. The finding is that streaming received substantially more spend and did not lose an outright head-to-head comparison in the markets examined.
