What Happened?

Shares of biorefining company Green Plains (NASDAQ: GPRE) jumped 6.7% in the afternoon session after the Environmental Protection Agency proposed revisions to Renewable Fuel Standard volumes to reallocate waived small refinery exemptions.

Speaking in Peosta, Iowa, EPA Administrator Lee Zeldin announced proposed adjustments to Renewable Fuel Standard Set 2 volumes to reallocate 100% of the difference between projected and actual exempted volumes from 2025 hardship waivers, per an agency release. To resolve an unexpected 770 million renewable identification number (RIN) deficit, the agency is seeking public comment on whether to split the restored volume equally between 2026 and 2027 or assign it entirely to 2027. The policy is designed to keep aggregate domestic blending quotas intact by reallocating obligations onto non-exempt refiners. The move was accompanied by an increase in unusual call option volume in Green Plains shares tracked by StreetInsider, pointing to speculative positioning alongside the regulatory catalyst.

For standalone ethanol producers like Green Plains, small refinery exemptions historically acted as a demand leak by waiving refiners' obligations to blend physical biofuels or surrender compliance credits. Reallocating those waived gallons preserves baseline domestic ethanol demand and supports RIN pricing, reinforcing biorefining crush margins against regulatory attrition.

The shares closed the day at $15.60, up 6.8% from the previous close.

What Is The Market Telling Us

Green Plains’s shares are extremely volatile and have had 39 moves greater than 5% over the last year. In that context, today’s move indicates the market considers this news meaningful but not something that would fundamentally change its perception of the business.

The biggest move we wrote about over the last year was 3 months ago when the stock gained 9.1% on the news that UBS raised its price target on the stock to $20 from $12 and significantly increased its earnings outlook. While maintaining a Neutral rating, the investment firm increased its second-quarter EBITDA estimate for Green Plains to $93 million from a previous forecast of $36 million. EBITDA, or Earnings Before Interest, Taxes, Depreciation, and Amortization, is a measure of a company's operating performance.

Green Plains is up 53.2% since the beginning of the year, but at $15.75 per share, it is still trading 18.1% below its 52-week high of $19.23 from July 2026. Despite the year-to-date gain, investors who bought $1,000 worth of Green Plains’s shares 5 years ago would now be looking at only $449.81.
